The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in the Ecosystems Division, at the Caribbean Environment Programme (CEP) in Kingston, Jamaica. The incumbent will perform the following duties under the direct supervision of the Administrative Officer:

Responsibilities

•Provide support with respect to the review, analyses and preparation of the biennium Programme of Work, Trust Fund and Project Budgets and revisions.
• Prepare supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
• Assist managers in the elaboration of resource requirements for budget submissions
• Undertake research and provides support to the Administrative/Fund Management Officer with respect to grant management, budget reviews and relevant reporting .
• Monitor expenditures and compares with approved budget; prepares adjustments as necessary.
• Prepare requisitions for goods and services in UN ERP System (Umoja) to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
• Assist in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
• Review/prepare project structure in Umoja, undertake entries
• Monitor integrity of various financial databases.
• Verifiy accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
• Co-ordinate with other finance and budget staff on related issues during preparation of budget reports.
• Periodic reporting and reconciliation of accounts (Umoja – Business Intelligence Reporting) including petty cash.
• Act as alternate Certifying Officer, record entries in Umoja system, input on disbursement and undertake miscellaneous transactions
• Support contract management for consultants and individual contractors (CIC), processing CIC and related payments
• Review data on monthly staffing complement
• Process fund distribution received from HQ and input allotment advice in Mercury System
• Monitor and annotate domestic bank account movements – act as a signatory on the domestic bank account
• File and archive as required.
• Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
• Monitor the contributions to the Caribbean Trust Fund
• Draft, coordinate inquiries in respect to relevant financial and budget matters for meetings, related travel requests and meeting requirements, including conference staff.
• Maintain and keep up-to-date electronic files.
• Provide guidance, training and daily supervision to other general service staff in the administrative team.
• Perform other related duties, as assigned.

Education

High school diploma or equivalent is required. Additional training or qualification in finance, budget or accounting is highly desirable.

Work Experience

A minimum of seven (7) years of progressively responsible experience in finance, budget, accounting, administrative services or related area is required. Knowledge of the UN Financial Rules and Regulations is an advantage. Experience working with an Enterprise Resource Planning (ERP) system such as SAP is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is funded for an initial period of one year and may be subject to extension. Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidate from the duty station is identified.
