Permanent Secretaries, Heads of Department and Chief Executive Officers are asked to invite applications from suitably qualified officers in their Ministries/Departments/Agencies to be assigned to the post of Corporate Planner (GMG/SEG 1) (Not Vacant) in the Post and Telecommunications Department, salary range $1,444,292 $1,716,809 per annum and any allowance(s) attached to the post.



Job Purpose


Under the general direction of the Postmaster General (PMG), the incumbent will be responsible for  establishing  and  maintaining  a  systefor  integrating  the  Corporate,  Operational  and Business Plans, as well as the Performance Monitoring processes across the Department, ensuring that the Corporate and Operational Plans and Budgets are delivered at the required quality and standards and is effective in achieving the desired Department and National Policy outcomes within the available resources.



Key Responsibilities


         Manages/oversees   the  Performance  Monitoring   an Evaluation   System   (PMES)

framework in the Department;

         Conducts analysis of the Departments performance and identifies improvement areas;

         Develop an monitor the   Department Strategic Business,   Corporat and

Operational Plans;

         Monitors and assists with the preparation of Divisional/Units Operational Plans with

Heads   o Divisions/Units,   ensurin integratio o targets indicator an other performance measures in the planning and budget processes;

     Designs Corporate, Operational Planning and Monitoring processes and procedures for priority setting;

     Prepares and submits reports and analysis on the performance outcomes (standards and targets) of the Department;

         Issue Monitorin an Evaluation   guideline t Division/Uni Heads   withi the

Department and conducts reviews to ensure compliance to established standards;

         Participates in preparation of Project Design and Forecasting;

     Identifies  problems  and  potential  barriers  to  effective  implementation  of  planned programmes and projects;

         Prepares analysis as to proposed programmes as it relates to established future targets;

         Designs data collection and recording systems;

         Collaborates with Divisional/Unit Heads in identifying research needs in relation to their

Division/Unit operations and programmes/projects being implemented;

     Leads in conducting Performance Surveys and makes recommendations as to findings and adjustments of Surveys;

         Conducts Customer Satisfaction Survey;

         Develops Code of Ethics and conducts Ethical Audits.

Minimum Required Qualification and Experience


         First Degree in Business Administration, Public Policy, Statistics or Economics;

         Specialized training in Strategic Planning and/or Project Management and Statistics;

         Experience in Monitoring and Evaluation activities will be a distinct advantage;

         Three (3) years’ experience in a related field.
