fill the post of Director of Court Administration (GMG/EMG 1) in the Court Administration Division, Supreme Court (on a contractual basis), salary range $6,793,006 $8,484,706 per annum and any allowance(s) attached to the post.

 

 

Job Purpose

 

Under the general direction of the Chief Justice, the Director Court Administration provides strategic leadership and management for the administrative functions and corporate services for the Courts of  Jamaica,  including  formulating  animplementing  policies,  plans,  guidelines,  standards, processes and procedures for Asset and Facilities Management, Procurement and Contracting, co-ordination of Information Communication Management support, Financial Management, Human Resource Management Internal Audit and Evaluation.

 

 

Key Responsibilities

 

 

     Determines  the  strategic  direction  for  the  administrative  management  of  the  Courts  of Jamaica  managing  the  Strategic  Planning  and  Change  Management  functionfor  the Courts under the direction of the Chief Justice and working closely with the Executive Legal Officer (ELO);

         Develops and disseminates clear statements of responsibilities for all Court Administration

Services under the direction of the Chief Justice;

     Works with the Chief Justice, the Executive Legal Officer and other relevant stakeholders to develop  the  annual  budget  for  the  Courts  of  Jamaica  and  ensures  adherence  to

Government of Jamaica (GoJ) Comptrollership processes;

     Leads the development and implementation of strategies, plans and systems for the Courts Information Management and Communication Systems including the Case Management System;

         Leads the development and maintenance of procedures and processes for the delivery of

Human Resource Services that are responsive to the needs of the Courts of Jamaica;

     Manages  the  provision  of  expert  advice  regarding  the  Internal  Audit  and  Evaluation functions;

     Works with the Ministry of Justice (MOJ) Architecture/Engineering and Project Offices to identif cour requirement an implemen improvement o the   facilities    and

accommodations of the Courts;

         Develops  and  manages  the  Performance  Management  and  Appraisal  System  (PMAS)

function for the Court;

     Leads the provision of Audit and Evaluation Services, ensuring the Chief Justice and GoJ are provided with objective assessments with respect to the design, efficiency and effectiveness of management practices and control systems to support the Courts Comptrollership and Results-based Management Accountability strategies;

     Develops and maintains strong interface and working relationships with senior leaders and staff of all Courts and the functional authorities of the Ministry of Justice and GoJ functional authorities;

     Identifies and implements the most effective tactics and procedures for delivering services to the Courts within the functional responsibility of the Court Administration Division, including through business re-engineering, introducing best practices, and creating a learning environment;

     Represents the Chief Justice at meetings with central Ministries such as the Ministry of Finance and the Public Service on those issues pertaining to the Directors areas of responsibility.

Minimum Required Qualification and Experience

 

         Masters Degree from a recognized University with an acceptable specialization in Business

Management, Public Administration or closely related field;

     Ten (10) years of progressive experience in leading and managing corporate service functions and service delivery organization;

         Five (5) years’ experience in a senior management role;

         Legal training and/or experience of working in the Court system would be a distinct asset.

 

 

Continuous Professional Development

 

         Evidence of continuous professional development measures taken appropriate to Corporate

Services Management and Leadership.

 

 

Special Conditions Associated with the Job

 

         Willingness to travel locally and internationally;

         Will be required to work long hours on public holidays, when necessary.
