JOB SUMMARY:
Reporting to the Senior Director, Strategic HR Policy Development/HR Policy , the Director HR Policy is responsible conducting of high quality research, analysis and providing advice that contributes to the development of innovative, evidence based, cutting edge policy solutions to guide human resource/people management and development across the public sector. The incumbent also contributes to establishing performance measures, collecting and analyzing data/information, planning and managing evaluations with a view to providing performance information to guide the development, implementation and monitoring & evaluation of policy solutions to effectively address whole of government strategic HR issues across the Public Sector.

KEY RESPONSIBILITY AREAS:
Technical / Professional Responsibilities:
• Identifies complex HR operational issues through the review of entity performance reports, policy evaluation reports, and other related sources;
• Conducts research and analyses to influence and/or produce the development of evidence based, innovative, cutting edge policy;
• Develops briefs, and ensures the orderly and timely flow of accurate and rigorously analyzed information on people management issues and provides options for decision by the Senior Director;
• Contributes to the development of a solid foundation of high quality HR policy advice and practice;
• Analyses the feasibility of proposed and existing policies to drive the transformation of Human Resource Management and their economic and social impact on government's priorities;
• Identifies and recommends research and analytical tools to be applied in the development of HR policies;
• Draft outlines of Cabinet Submissions; conducts priority research and contributes to strategies for all levels of HR management;
• Contributes to the development of conceptual frameworks that will underpin key areas of policy work;
• Leads/participates in rigorous discussions and debates to inform the policy process;
• Coordinates and supports the operations of the Public Sector HR Network to develop corporate HR perspectives, norms, values and standards;
• Prepares and implements action plans to promote the development of HRM capacity in MDAs and increase the professionalism of the Public Service HRM community;
• Partners with the Management Institute for National Development in the design and maintenance of the Public Sector Competency Framework;
• Engages in environmental scanning, to anticipate potential issues and identify trends or new areas for policy solutions; ensures shifts in the environment are anticipated, planned for, and reflected in the work programme;
• Works collaboratively with intellectual peers in MDAs and other key stakeholders to support the development of cross-sectoral policies;
• Informs the Senior Director of inter-sectoral policy issues and proposes measures by which they can be effectively addressed;
• Develops networks for information exchange within the sector; Identifies and manages relationships with key stakeholders; remains informed of changes in key areas;
• Analyses and comments on studies prepared by the MDAs and provides information to assist with decision making and or to determine the feasibility of adopting new measures;

Management/Administrative Responsibilities:
• Participates in the formulation of operational plans and budget for the Branch;
• Assists in developing and monitoring implementation of the strategic and operational plans of the Branch;
• Participates in the development of the operational plan and associated budget for the Branch;
• Participates as member of the senior management team in the design/review of the strategic direction of the Division and other policy related issues;
• Develops monitoring, evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance, and produce timely accurate and complete reporting;
• Participates in the process of project selection, prioritization and budgetary allocations of funds to ensure consistency with goals and objectives of the Division;
• Represents the Division at meetings, conferences, courses, seminars, committee meetings and workshops;
• Participates in the development of work plans for the team ensuring that activities are realistic and achievable;
• Participates in monthly/quarterly/annual performance review;
• Contributes to the fostering and maintenance of a culture of team work that promotes transparency, open-communication and hard work; Represents the Branch at meetings and conferences as assigned.

Customer Service Responsibilities:
• Maintains customer service principles, standards and measurements for the Branch;
• Utilizes a customer- focused monitoring and evaluation system that identifies issues and provides guidance to MDAs in the implementation of strategic human resource polices, guidelines and procedures;
• Prepares quarterly and/or annually Customer Service Reports in accordance with established standards

REQUIRED QUALIFICATIONS/EXPERIENCE:
• Bachelor's Degree in Public Administration, Public Policy, Government or Human Resource Management or equivalent qualifications;
• Training in policy research and policy analysis;
• A minimum of six (6) years' experience in policy development/analysis

SPECIFIC CONDITIONS ASSOCIATED WITH THE JOB:
The environment provides for on-going interactions with clients/partners which will result in high degrees of pressure on occasions.

REMUNERATION PACKAGE:
• Basic Salary $2,888,345 - $3,433,335 per annum
• Travelling Allowance: $1,697,147 per annum
