City Treasurer (FMG/PA 3) (Not vacant) in the Kingston and St. Andrew Municipal  Corporation salary range $2,336,309 - $2,777,138 per annum and any allowancets) attached to the post:                                        ·

Job Purpose:

Under the direction of the Chief Executive Officer and in keeping with regulatory requirements, the City Treasurer is responsible for receiving, accounting, depositing and investing the Corporation's funds.

Key Responsibilities:

Advises the CEO on Financial Policy and oversees the implementation Policy Designs and oversees the administration  of Financial Systems and Procedures Collects, receives and lodges all monies payable to the Corporation. Supervises the Financial Department Personnel.    ·

Supervises the preparation and control of the Annual Budgets.

Prepares financial statements and manages information on a regular basis. Ensures that the.Corporations'  assets are fully insured.

Supervises the preparation of planning and performance management  systems.

Exercises supervisory control and checks the persons appointed to assist in the collection and receipt of monies for the Corporation and keeping of proper accounting records. Signs and issues cheques on the Corporation's bank accounts and be responsiblefor payments being made from proper votes of funds and ensures that funds are available before signing a cheque.

Provides information on request to the Corporation and Executive Officers regarding the finances of the Corporation.

Administers the disbursement of funds allocated for Government Projects implemented

by Kingston and St. Andrew Municipal Corporation that is, Social and Economic

Programme; -

•    Indigent Housing Programme

•    Local Development Programme

•    Flood Damage Programme

•    Members of Parliament and Councillors Special Labour

•    Intensive Programme

•    Capital Works Programme

Manages the Corporation's excess liquid resources by investing in appropriate short term interest bearing instruments.

Verifies the Corporation's banker, the signatures of payees of the Kingston and

St. Andrew Municipal Corporation cheques namely:  -

•    Councillors

•    Employees

•    Pensioners

•    Contractors

•    Labour Intensive Workers

Sundry duties as requested by the Chief Executive Officer in relation to administrative


Knowledge, skills and Abilities  ·

Excellent knowledge of office methods and procedures and proven ability to apply them; Excellent knowledge of the Laws and regulations relating to the Municipal Corporation and the Financial Administration  and Audit Act;

Strong interpersonal skills

Strong oral and written communication  skills

Very good working knowledge of modem book keeping and accounting practices or procedures

Ability to coordinate with others;

·            Establish and maintain effective working relationships with employees, agencies and the public

Qualification and Experience

A Bachelor's Degree in Administration and Finance Management or Accounting or

Management Studies with Accounting from a recognized University; or

ACCA Level 2; or

Associate Degree in Accounting from the Management Institute for National

Development along with the Diploma in Government Accounting
