Senior Payroll Officer (FMG/AT 3) (Not Vacant) in the Finance and Administration   Branch Police   Department salary   rang $1,091,031   –   $1,296,893 per annum and any allowance(s) attached to the post.

 

 

Job Purpose

 

Under the direction of the Payroll Manager, the incumbent is responsible for ensuring that the operational aspects of payroll processing and associated activities relating to salaries and wages are accurate and conform to the Financial Administration and Audit (FAA) Act and other relevant Government Regulations.

 

 

Key Responsibilities

 

Technical/Professional:

     Performs  system  checks  to  ensure  appropriate  use  of  Accounting  systems  and compliance with established regulations;

     Provides guidance to staff  on methods and procedures, interpreting  and  explaining relevant legislations to ensure compliance with Accounting regulations and instructions;

     Validates  changes/amendments  against  salary  records  and  ensures  accuracy  in computation;

     Monitors and reviews all work in progress to ensure that all advances and over payment of salary and allowances are promptly recovered;

         Provides  updates  on  lodgements  to  bank  accounts  to  the  Accountant  General’s

Department on a monthly and fortnightly basis;

         Liaises with Human Resource to effect changes to salaries and other emoluments;

     Liaises with Human Resource and Police Administration concerning benefits in respect of members who have transitioned (retired, resigned, dismissed and interdicted);

     Ensures that changes and additions made to the previous month and fortnight payroll for salaries and other emoluments (including overtime and meal allowance claims) are

properly communicated and authorized by Divisional Heads;

         Reconciles current Monthly and Fortnightly Payroll to previous months payroll;

         Ensures effective co-ordination of responses to employees’ requests for payroll data;

     Notes and dispatches correspondence relating to salaries and personal deductions to the relevant Payroll Officer;

     Ensures that statutory deductions are properly accounted for and the relevant annual returns disbursed on a timely basis;

         Updates  payment  records  inclusive  of  Payment  Vouchers  and  related  Subsidiary

Registers;

     Assists in the preparation of the Finance Divisions Annual Estimates of Expenditure in respect of personal emoluments for inclusion in the Organizations Annual Budget;

     Facilitates audits of the Division by providing Auditors with the necessary information required and implements recommendations made;

         Assists in the training of Payroll Officers;

         Maintains Salary Workbook for the calculation and authentication of salary computation;

         Performs any other related duties as assigned from time to time by Payroll Supervisor.

 

 

Required Knowledge, Skills and Competencies

 

Technical:

         Expert knowledge of Government Accounting

         Expert Knowledge of FAA Act and instructions and other financial guidelines

         Knowledge of Government Salaries and salary related policies and procedures

         Proficiency in Microsoft Office Suite and/or relevant computer applications

Minimum Required Qualification and Experience

 

         AAT Level 3 or;

         ACCA-CAT Level C or;

         ACCA Level 1 or;

         Diploma in Accounting from a recognized University or;

         Associate of Science Degree in Accounting, MIND, or:

     Diploma in Government Accounting, MIND, i.e. Government Accounting Levels 1, 2 and 3 or;

         Bachelor’s Degree in Accounting or Management Studies with Accounting or BBA from a

recognized University.
