to be assigned to the post of Payments Supervisor (FMG/PA 1) (Not Vacant) in the Payments Unit, Police Department, salary range $1,277,968 $1,704,358 per annum and any allowance(s) attached to the post.

 

 

Job Purpose

 

Reporting to the Manager, Payments, the Payment Supervisor assists in efficiently managing and organizing the Payments Branch to ensure the timely processing, checking and disbursement of all transactions, in accordance with the relevant guidelines and procedures governing the procurement of and payments for goods and services.

 

 

Key Responsibilities

 

Financial/Professional:

     Ensures the proper application of financial procedures are in order to maintain the highest standards of integrity within the Organization;

         Ensures compliance with Accounting regulations and instructions;

     Authorizes  payments  and  ensures  that  they  are  checked  and  validated  before processing;

     Ensures that request for payment is legitimate and supported by the availability of funds for the specific purpose for which funds were voted;

     Ensures compliance with the knowledge of the Financial Administration and Audit (FAA) Act,  as  well  as  prescribed  procedures  regarding  payment  for  goods  and  services

received;

     Ensures  the  proper  maintenance  and  security  of  records,  registers  in  respect  of contracts,  utilities  and  cheque  disbursement  and  Imprest/advances  to  provide  and

generate timely and accurate Financial Management Data.

 

Human Resource Management:

     Monitors and evaluates the performance of Direct Reports and recommends and/or initiates   correctiv action wher necessary t improv performance   or   attain

established personal and/or organizational goals;

     Provides  leadership  and  guidance  to  Direct  Reports  through  effective  planning, delegation, communication, training, mentoring and coaching;

     Ensures the welfare and developmental needs of staff in the Unit are clearly identified and addressed;

     Establishes  and  maintains  a  system  that  fosters  a  culture  of  teamwork,  employee empowerment and commitment to the Organizations goals;

         Performs other related functions assigned by the Payment Manager, from time to time.

 

 

Required Knowledge, Skills and Competencies

 

Technical:

     In-depth  knowledge  of  the  Government  Financial  Management  System  (GFMS)/ Financial Management System (FINMAN)

         In-depth knowledge of Government Accounting principles and procedures

         Excellent knowledge of the FAA Act and other Government financial regulations

         In depth knowledge of Government Procurement procedures and guidelines

         Proficiency in the use of relevant computer applications

         Excellent planning and organizing skills

         Strong analytical and problem solving skills

         Ability to work in a team

         Ability to cope under pressured working conditions and to meet deadlines

 

 

Minimum Required Qualification and Experience

 

         AAT Level 3 or;

         ACCA-CAT Level 3 or;

         Diploma in Accounting from a recognised University or;

         Associate of Science Degree in Accounting, MIND or;

         Diploma in Government Accounting, MIND or;

     Bachelors Degree in Accounting/Management Studies with Accounting or BBA from a recognised University.
