Summary of Duties

The Honorary Consul in Montego Bay, Jamaica, under the direct supervision of the High Commission of Canada to Jamaica in Kingston shall perform the following functions:

  • promote and protect Canada’s interests as well as manage the day-to-day operations of the Canadian Consulate;
  • provide a range of consular services to Canadian citizens visiting, working, studying, residing or  detained in the Western region of Jamaica (most specifically covering the parishes of St. Elizabeth, Westmoreland, Hanover, St. James, Trelawny, and St. Ann);
  • report regularly to the supervising mission on consular cases, general security, public safety, emergency services and local trends which may impact on Canadian citizens in the area of accreditation;
  • maintain close relations and regular contact with host government officials, government authorities, consular network wardens, important local contacts such as airline representatives, hospital administrators, and the diplomatic community serving in the same jurisdiction;
  • attend relevant conferences and meetings as well as participate in events held by the Canadian diaspora;
  • maintain and update lists of key service providers for consular clients (police, doctors, hospitals, translators, lawyers, funeral homes, etc.); and
  • maintain an office open on a part-time basis (eg: 9AM to 12PM Monday to Thursday) to provide in-person services to Canadian consular clients with the help of one or more assistants (dependant on volume of work). Note that all operational costs for the Consulate are borne by the Government of Canada. 

Qualifications and Experience

Education

  • A degree from a recognized university or college 

Experience

  • Two years of experience working in Jamaica within the last ten years.
  • Three years of residency in Jamaica within the last five years.
  • Experience in managing sensitive and complex issues.
  • Experience interacting with different levels of the Jamaican Government.

General Requirements

  • Possess the required legal status to live and work in Jamaica
  • Reside in Montego Bay for the better part of the year 
  • Fluency  in English (written and spoken)
  • Demonstrate a tangible connection to Canada, such as:
    • Having Canadian citizenship;
    • Being employed by a Canadian company;
    • Having completed post-secondary studies in Canada;
    • Having family ties with Canada; or
    • Having a professional affiliation with Canada.
  • Consideration shall not be given to candidates who:
    • Occupy any government position in Jamaica;
    • Are politically active; and
    • May have a real, apparent or potential conflict of interest

Asset Qualification

  • Experience working for a government agency, diplomatic mission or international organization
  • Proficiency in French (both orally and written)
  • Independent means and availability of a suitable location, such as an office, where consular clients can access consular services during regular business hours. 

Conditions of Employment

  • Eligible for a Government of Canada Reliability Status, which includes a criminal and credit background check.

  • Willingness to assist Canadians in distress outside normal business hours and in the case of a disaster (natural or manmade).
  • Able to manage a part-time assistant to help manage the consular and administrative work of the office. 

Selection Process

Applicants will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process.

Candidates must clearly demonstrate in their supporting statement how they meet these essential requirements by drawing on examples from their work experience. The competencies of shortlisted candidates will be evaluated during the interview phase of the recruitment process. Finalists will then be required to provide two (2) professional references and one (1) personal reference.

Failure to clearly demonstrate in your cover letter how you meet the essential screening criteria (Education and Experience qualifications) will result in the rejection of your application. Asset qualifications may be used to support the description of how candidates meet essential requirements.  Resumés will be used as a secondary source to validate the education and/or experience described in the cover letter.

A standard interview of general, scenario and behavioural descriptive interview questions with the shortlisted candidates will be scheduled.

The appointment of the successful candidate will be subject to the receipt of satisfactory two (2) employment and one (1) character reference checks, verification of education credentials, and the ability to obtain and maintain a Reliability Security screening (including a criminal record check).  Detailed instructions will be provided for the completion of the security forms and Police Record.
