Basic Salary: $2,114,621 - $2,629,509 p.a., plus applicable allowances

Job Purpose:

Under the general direction and supervision of the Senior Legal Officer, the incumbent is responsible for coordinating and managing the functions of the Enforcement Branch to promote and ensure compliance with the Agency’s planning and environmental standards, governing legislation and policies.

Key Responsibility Areas:

Technical / Professional Responsibilities:

  • Reviews cases submitted by Senior Compliance & Enforcement Officers and Forest Rangers and recommends and/or implements action in keeping with the guidelines and  governing  legislation and policies  of the Branch and /or Agency
  • Assists with the design and delivery of technical training for  Senior Compliance and Enforcement Officers, Forest Rangers  and other personnel
  • Conducts site visits and carries out investigations as necessary
  • Prepares and submits technical reports for the Branch as required
  • Collaborates with other Divisions, Branches and Public Sector Agencies for the execution of joint site visits and investigations
  • Provides technical advice to other Branches and Divisions,  Clients and general public as requested
  • Attends court hearings when required to give evidence in connection with offences / violations pursuant to the Forest Act  1996 and Forest Regulations 2001
  • Develops instructional and interpretive literature to users of the forest resources from time to time
  • Recommends changes to legislation / policies governing the management of the forest to enhance the implementation of compliance and enforcement responsibilities
  • Coordinates the collection of information / evidence to support cases of alleged or apparent violation  within areas managed by the Agency
  • Responds to appeals and complaints from the industry and wider public
  • Participates in the promotion and sensitization sessions  regarding sustainable use of the forest resources through talks to local communities,  schools and at other fora
  • Participates in internal and external team efforts / working groups relevant to the functions of the Branch
  • Performs other related duties that may from time to time be assigned
  • Participates in the development of Operational plans.
  • Represents the Agency at local, regional and international meetings, conferences and other functions as required
  • Oversees the implementation of the forest protection programme in accordance with established guidelines/standards
  • Prepares and submits reports on the overall compliance and enforcement programme within the Zones
  • Liaises with other Enforcement agencies in the implementation of the forest protection programme
  • Prepares and monitors the work programmes and schedules of the Branch
  • Ensures that materials and equipment used by the Branch are procured in a timely manner and adequate inventory is maintained
  • Manages the welfare and development of staff in the Branch through the implementation of the Performance Management  Appraisal System
  • Administers disciplinary action in keeping with Human Resource Policies and Procedures
  • Participates in the recruitment and selection process for staff

  • B.Sc. Degree in Forestry, Agriculture, Natural/Environmental Science, Criminal Justice studies or related field
  • Diploma in Management Studies or Public Administration
  • Three (3) years’ experience in similar field and at the managerial level
  • Experience in Enforcement would be an asset
