JOB PURPOSE Under the direction of the Senior Director- Operations and Support Services, the Department Head leads the Technical Services functions of the organization to ensure service delivery of the highest standards to its large and growing customer base.  In doing so the incumbent plans, develop and execute strategies to deliver on the three main sub-functions of the space, namely: Customer Services, Change Management and Technical Support. 


Develops and implements appropriate strategies, standards, procedures, and guidelines to ensure the efficient and effective management and administration of the department.
Manages the overall operations of the Technical Services Department.
Develops and communicates strategies and plans to the executive team, staff, partners, customers, and stakeholders as appropriate.
Participates as a member of the senior management team in the governance processes of the company.
Leads the departmental strategic planning process to achieve business goals by prioritizing initiatives and coordinating the evaluation, deployment, and management of current and future technologies
Ensures that all contracts, financial transactions and monetary arrangements conducted on behalf of the organization adhere to corporate policies, are checked, verified and authorized appropriately.
Leads the preparation of the annual budget plans for manpower, capital and recurrent expenditure for the department in accordance with the organization's operational goals and objectives.
Informs the Divisional Director of operational progress, risks, issues, major setbacks, resource constraints and significant deviations from agreed objectives/targets/actions.
Formulates policies and makes representation for approval through the Divisional Director and CEO to the Board.
Recommends through the Divisional Director and CEO to the Board the adoption of international standards frameworks. 
Ensures proper interpretation and implementation of the policy directives of the Board of Directors.
Prepares management statutory and regulatory reports as required.
Leads the procurement process of the department and ensures compliance with appropriate policies and guidelines.
Ensures that there is a clear linkage between the clients’ needs and the department's ICT plans.
Ensures that ICT investments and resources are properly managed to deliver stakeholders’ value.
 Ensures that ICT Investments are protected by the proper management of IT-related risks.


BSc. Computer Science, Information Technology, Engineering or equivalent from a recognised tertiary institution.
Postgraduate Degree in Computer Science, Management Information Systems, Engineering, or Business Administration from a recognized tertiary institution would be an asset.
3 years’ senior management experience in a similar or related capacity.
7 years’ technical experience in the provision of technical support for at least three major information systems and 5 years technical management experience.
