Job Description


Applications are invited for the temporary post of Systems Analyst/Programmer III, Information and Technology Division Under the direction of the Director, Information and Technology, the Systems Analyst/Programmer III is responsible for the analysis, design, development, modification, testing, installation and maintenance of application programmes, integrated systems, and software solutions including databases to support the operations of the Institute.

Qualifications & Experience Required

 Bachelor’s degree in Computer Science, Management Information Systems or related field.

 Experience using traditional and agile software delivery methods

 Experience in the application of the Systems Development Life Cycle (SDLC)

 Training in systems design and development, structured programming including object-oriented programming concepts

 Supervisory training and/or experience

 Minimum of three (3) years’ systems analysis and programming experience including HTML, Java, C, C++, Visual Basic,

.Net framework, PHP, ASP or JSP and Android platforms.

packages such as Dreamweaver, Visual Studio, Flash

Summary of Duties

 Assists the Director, Information and Technology with the planning of projects and the coordination of the activities of

the systems development team.

 Leads a team of Programmer/Analysts in providing Information and Technology services/solutions to support the

operations of the Institute.

 Participates in consultations with users to determine specific needs/requirements for programming and web-related

services including, the development of new systems or the modification of existing systems.

 Prepares systems proposals, estimating cost of analysis, programming and processing services for projects approved

by Director, Information and Technology.

 Performs analysis, design, modification, testing, installation and maintenance of application programs, integrated

systems, or software solutions including databases to meet user and organizational information needs.

 Develops or modifies system documentation, operational manuals for computer applications and systems and delivers

training to end-users as required.

 Ensures that analysis, design, modification, testing, installation and maintenance of application programs, integrated

systems, or software solutions including databases meet established standards.

 Maintains systems after implementation in accordance with user requirements, including making amendments to the

design, programming, reporting and security procedures as required.

 Resolves programming and systems related problems experienced by programmer/analysts or users, by conducting

thorough analyses of problems and providing solutions.

 Assists in quality assurance procedures including the systematic, documentation of Information Technology processes

and methodologies applied in systems development, modifications and upgrades.

 Ensures that the content of all information system reports produced by the team meet defined objectives and standards of

technical quality.

 Keeps abreast of new and emerging developments in systems design, web design and programming and implements

recommendations and best practices as directed.
